Commander María de los Ángeles Salinas Pérez

She entered the Naval Supply School at the age of 15, on August 3, 1998, and graduated on November 20, 2001, as a First Master of the Naval Administration and Supply Service, with a degree in Naval Supply.

She has completed various studies such as: a Bachelor’s Degree in Administration, a Master’s Degree in Finance, a Master’s Degree in Coaching and Leadership, a Diploma in Results-Based Budgeting, as well as courses on mainstreaming the gender perspective in Public Administration, Substantive Equality, and Women’s Empowerment, among others. She has served as a chronicler for 10 consecutive years during the September 16 parade and has given 146 interviews to the media on topics related to women’s empowerment and the inclusion of women in the armed forces.

Throughout her career, she has held various positions in administrative units, such as Director of Logistics at the Naval University, Deputy Director for the Monitoring of Public Works Contracts at the Internal Control Office of the Secretariat of the Navy, and, as of October 1, 2024, she was appointed as Director of Gender Equality and Inclusion at the Unit for the Promotion and Protection of Human Rights.

She has received the following decorations: Perseverance Decorations of the sixth, fifth, fourth, and third classes, as well as commendations for her professional performance and a letter of recognition for providing guidance and follow-up during the gold-level recertification process for 39 SEMAR workplaces under the NMX-R-025 Standard on Labor Equality and Non-Discrimination.

She is currently a member of the Secretariat of the Inter-American Committee on Ports (CIP) as an Advisor to the Technical Advisory Committee on Port Protection and Security of the Organization of American States (OAS).
