Captain Octavio Ortiz Alcántara, Advisor on Port Protection and Security

He is a naval professional with over 20 years of experience in the naval, maritime, and port sectors, including his work at the ASIPONA Lázaro Cárdenas, where he supported the implementation of international standards for safety, security, quality, environmental management, and occupational health and safety. As Director of Maritime and Port Security of Mexico's National Maritime Authority, he was responsible for the implementation and enforcement of the ISPS Code across ships and port facilities throughout the country.

He holds a degree in Naval Mechanical Engineering from the Mexican Navy Engineering School, with specializations in Naval Electronics and Operational Logistics, as well as a Master's degree in Maritime, Port, and Maritime Customs Administration from the Center for Higher Naval Studies (CESNAV).

Throughout his career, he has held various positions of responsibility in the Mexican Navy and the National Maritime Authority, developing extensive expertise in the construction and operation of naval vessels, as well as in the inspection, auditing, and certification of merchant ships and port facilities, ensuring compliance with key IMO instruments, including SOLAS, MARPOL, STCW, and the ISPS Code.
