CIP - CSA Joint Project “Improved Disaster Risk Management for Caribbean Ports - Phase 2”
Building on the long-standing partnership established through the Memorandum of Understanding (MoU) between the Inter-American Committee on Ports (CIP) of the Organization of American States (OAS) and the Caribbean Shipping Association (CSA), the joint project “Improved Disaster Risk Management for Caribbean Ports – Phase 2” aims to strengthen port resilience and disaster preparedness across the Caribbean region.
This joint phase combines institutional expertise, regional networks, and a shared commitment to building a more resilient port-maritime community.
Key Components:
- Development of a Regional Disaster Risk Management (DRM) Framework
The project will develop a comprehensive Regional DRM Framework for Caribbean ports. This strategic document will:

- Provide practical guidelines for coordinated response strategies;
- Promote regional harmonization of port resilience practices;
- Serve as a reference for port authorities across the region.
The Framework will be reviewed and validated by leading regional and international partners, including CDEMA, USCG, the OAS Risk Management Division, Global Support Development (GSD), CSA, and CIP to ensure technical rigor and applicability. It will be publicly disseminated and freely available to the wider port community.
2. Regional Training Workshops and Tabletop Exercises (TTX)
The cornerstone of this phase will be a series of regional workshops integrating Tabletop Exercises (TTX) and practical disaster preparedness activities. Each workshop will bring together port representatives from OAS–CIP Member States in the CARICOM region, as well as CSA member representatives.
Expected Outcomes:
- Enhanced disaster preparedness and response capabilities among Caribbean ports;
- Strengthened regional coordination and collaborative DRM practices;
- Expanded collaboration between CIP, CSA, and key port and disaster management entities.
